    §  101. Notwithstanding any local or special law or charter provision,
  a municipality shall, irrespective  of  the  boundaries  of  a  project,
  provide  for  the  tenants  of  such  project,  police,  fire and health
  protection services of the same character and  to  the  same  extent  as
  those provided for other residents of the municipality.
