    §  4807. Reports to the legislature. The commissioner, in consultation
  with the industrial commissioner,  shall  submit  an  annual  evaluation
  report  on  the  program outlined in this article to the governor and to
  the members of the legislature. The report shall include a statement  of
  the  scope, status and quality of the program, the costs associated with
  the program, recommendations for continuation of  the  program  and  any
  other pertinent information.
