    § 311. Local boards of health; towns and villages; application of law.
  The  provisions  contained  in  this  article  as to the local boards of
  health, and for the appointment of local health officers shall apply  to
  all  towns  and  villages,  whether  such  villages  are organized under
  general or special laws.
