    §  2721.  Mary  Lasker Heart and Hypertension Institute; organization.
  The commissioner shall establish  within  the  department  a  heart  and
  hypertension   institute   to   be  named  the  Mary  Lasker  Heart  and
  Hypertension Institute for  the  purpose  of  promoting  the  screening,
  evaluation and methods of treatment of hypertension.
