    §  2082.  New  York  state  and city of Peekskill not liable on bonds,
  notes or other obligations. The bonds, notes or other obligations of the
  authority shall not be a debt of the state of New York or of the city of
  Peekskill, and neither the state nor the city shall be  liable  thereon,
  nor  shall  they  be  payable  out  of any funds other than those of the
  authority.
