    § 1955-a. Compensation procurement and investment. 1. The compensation
  of  an officer or full-time employee of the authority (but not including
  part-time employees or consultants, including accountants, attorneys and
  bond counsel to the authority) shall not be contingent on  the  granting
  of financial assistance by the authority.
    2.  The  provisions  of  section  one  hundred  four-b  of the general
  municipal law shall be  applicable  to  the  procurement  of  goods  and
  services paid for by the authority for its own use and account.
    3.  The provisions of sections ten and eleven of the general municipal
  law shall be applicable to deposits and  investments  of  funds  for  an
  agency's own use and account.
