    §  1796. Bonds and other obligations. The authority shall not have the
  power to issue bonds or other evidences of indebtedness and neither  the
  state  of New York, the county of Cattaraugus, nor the city of Salamanca
  shall be liable for any obligation arising under the lease  between  the
  authority and the Seneca Nation of Indians except that the annual rental
  called  for by such lease shall be construed as a liability owing by the
  authority and the authority alone from year to year during the  lifetime
  of such lease or any renewal or revision thereof.
