    §  648.    Appeals.    Appeals  may  be  taken  from  decisions of the
  commissioner and of the borough superintendent acting  under  a  written
  delegation   of  power  filed  in  accordance  with  the  provisions  of
  subdivision (c) of section six hundred forty-five of  this  chapter,  to
  the board of standards and appeals as provided by law.
