§ 233. Report of the comptroller on the state of the city's finances. Not later than the fifteenth day of December, the comptroller shall report to the council, at a stated meeting of the council, on the state of the city's economy and finances, including evaluations of the city's financial plan, as most recently updated by the mayor in accordance with section two hundred fifty-eight, and the assumptions on which the revenue and expenditure forecasts contained therein are based.
