2006 New York Code - Approval Of Application In Part.



 
    § 27-192 Approval of application in part. The commissioner may approve
  the  application  and  issue  a  permit  for  construction  of part of a
  building,   including   foundations,   before   complete    plans    and
  specifications for the entire building have been submitted and approved,
  provided that adequate information and detailed plans or statements have
  been  submitted complying with the provisions of this code and any other
  applicable laws and regulations, and provided further that the holder of
  such permit shall proceed with the building operation at his or her  own
  risk  and without assurance that a permit for construction of the entire
  building will thereafter be issued.
