    §  20-313  Rules and regulations. The commissioner may make such rules
  and regulations for the conduct and advertisement of the  sales  defined
  in   section  20-308  of  this  subchapter  and  such  other  rules  and
  regulations as may be necessary  to  carry  out  the  purposes  of  this
  subchapter.
