    § 130.28. Appointment  of  reporters  and  interpreters.    Under such
  regulations  as  the  adjutant  general  may  prescribe,  the  convening
  authority  of  a military court shall appoint qualified court reporters,
  who shall record the proceedings of  and  testimony  taken  before  such
  court.    Under  like  regulations the convening authority of a military
  court may appoint an interpreter who shall interpret for the court.
