    §  191.  Power of county judge to hear special proceeding that supreme
  court justice can hear at chambers.  A county judge  within  his  county
  has  the  power  to,  and upon proper application shall, at a reasonable
  time, hear and determine any special proceeding which  a  supreme  court
  justice is authorized to hear and determine at chambers.
