    § 176. Justices of city court of the city of New York. The justices of
  the  city  court  of  the  city  of  New  York shall be elected upon the
  expiration of the terms of office of the  present  incumbents  or  their
  successors at the next ensuing general election. The full term of office
  of  a  justice of the city court of New York shall be ten years.  When a
  vacancy shall occur otherwise than by expiration of term of office of  a
  justice  of  such  court, it shall be filled for a full term at the next
  general election and until the vacancy is so filled the governor, by and
  with the advice and consent of the senate if  the  senate  shall  be  in
  session,  or  if  not  in session, the governor may fill such vacancy by
  appointment.
    The successors of the  present  nine  justices  who  when  elected  or
  appointed  were  residents of the county of New York, shall be residents
  of and shall be  elected  by  the  electors  in  New  York  county.  The
  successors  to  the present four justices, who when elected or appointed
  were residents of the county of the Bronx, shall  be  residents  of  and
  shall  be elected by the electors in Bronx county. The successors to the
  present five justices, who when elected or appointed were  residents  of
  the  county  of Kings, shall be residents of and shall be elected by the
  electors in Kings county. The successors to the present three  justices,
  who  when  elected  or appointed were residents of the county of Queens,
  shall be residents of and shall be elected by  the  electors  in  Queens
  county.    The  successors  to  the present justice, who when elected or
  appointed was a resident of the county of Richmond, shall be a  resident
  of and shall be elected by the electors in Richmond county.
    The  annual  salary and compensation of each justice of the city court
  of the city of New York, other than the chief justice thereof,  for  all
  services  performed  by  him  shall be twenty-five thousand dollars. The
  annual salary and compensation of the chief justice of  such  court  for
  all such services shall be twenty-six thousand dollars.
