    §  106. Power of justices of appellate division in first department to
  appoint interpreters for supreme court. The justices  of  the  appellate
  division  of the supreme court in the first department, or a majority of
  them, may appoint and at pleasure remove such number of interpreters for
  the supreme court as in their opinion shall be necessary.
