    §  274-a.  Power  of  county,  city  or town to provide funds for snow
  removal. The board of supervisors of any county, the governing board  or
  body  of  any city, the town board of any town, or the board of trustees
  of any village may provide funds for snow removal purposes and  for  the
  purchase  of  snow fences or other structures to prevent the drifting of
  snow on its streets or highways.
