2006 New York Code - Construction Of This Act



 
    § 24. Construction  of  this act. This article shall be construed, not
  as an act in derogation of the powers of the state, but as one  intended
  to  aid  the state in the execution of its duties, by providing adequate
  power of local government for the cities of the state.
