    §  305.  Inspectors  of  storage. The inspectors of buildings or other
  proper authorities in every such city shall make an examination  of  all
  the  premises  where  any of the articles or substances specified in the
  preceding sections of this article are kept or stored,  and  report  any
  violation  thereof  to  the  authorities of the city whose duty it is to
  enforce the provisions thereof.
