    § 490. Reports  to  the governor and the legislature. The office shall
  hereafter make an annual report, to be received on  or  before  February
  first,  to  the  governor  and the legislature concerning the assistance
  activities undertaken by the  office,  recommendations  for  legislative
  proposals,  data  concerning program activities in rural areas and other
  pertinent information which,  in  the  opinion  of  the  director,  will
  indicate the activities conducted by the office in the previous year.
