§ 158. Fire safety advisory board. 1. The advisory board created by section three of chapter three hundred twenty-one of the laws of nineteen hundred sixty and its powers and functions are hereby transferred to the department of state except that it shall be known as the fire safety advisory board. Present advisory board members shall continue to serve for the remainder of their unexpired terms. 2. The purpose of such board shall be to assist the secretary of state and the state fire administrator as they may from time to time request (a) in carrying out the functions, powers and duties of the office with respect to fire safety services, policies and programs, (b) in evaluating and making recommendations on courses of instruction for training of firefighters of fire departments of the state, fire companies, municipal corporations, districts, and private industry, (c) in evaluating and making recommendations on federal and state legislation and programs relating to fire safety service, policies and programs, and (d) in evaluating and making recommendations upon such other matters as the secretary of state and the state fire administrator may request. 3. The board shall consist of twelve members to be appointed by the governor for terms of two years, such terms to commence on April first and expire on March thirty-first. The membership of such board may include, among others, representatives of civic and firefighters' organizations and state and local officials. The governor shall designate from among the members of such board a chairman who shall serve as chairman during the pleasure of the governor. 4. The members of the board shall receive no compensation, but shall be reimbursed for actual and necessary expenses incurred in the performance of their duties within the amount of the appropriation. 5. Such board shall meet at least quarterly. Special meetings may be called by the chairman and shall be called by him at the request of the secretary of state or state fire administrator. The agenda and meeting place of all regular or special meetings shall be made available to the public in advance of such meetings.
