    § 155. Office  of  fire  prevention  and control; creation; state fire
  administrator; employees. There is hereby created in the  department  of
  state  an office of fire prevention and control. The head of such office
  shall be the state fire administrator, who shall  be  appointed  by  the
  secretary  of  state  and  shall  hold office during the pleasure of the
  secretary of state. He shall receive an annual salary to be fixed by the
  secretary of state within the  amount  available  by  appropriation.  He
  shall  also  be  entitled to receive reimbursement for expenses actually
  and necessarily incurred by him in the performance of his duties  within
  the amount available by appropriation. The state fire administrator may,
  from  time to time, with the approval of the secretary of state, create,
  abolish, transfer and consolidate divisions, bureaus,  and  other  units
  within  the  office  of  fire prevention and control as he may determine
  necessary for the efficient operation of such  office.  The  state  fire
  administrator  may, with the approval of the secretary of state, appoint
  such deputies, directors and others within the office  as  he  may  deem
  necessary  to the proper implementation of this article, prescribe their
  duties, fix their compensation and provide for  reimbursement  of  their
  actual   and   necessary   expenses  within  the  amounts  available  by
  appropriation.
