  § 19-0921. Enforcement.
    1.  The  commissioner  may use the powers granted under title three of
  this article  to  determine  attainment  of,  or  compliance  with,  the
  emission controls and reductions required by this article.
    2.  The  commissioner  may  request the advice and assistance of other
  agencies of the state, including but not limited to the commissioners of
  health,  commerce,  energy,   and   parks,   recreation   and   historic
  preservation,  and the chairmen of the public service commission and the
  Adirondack park agency. The commissioner may further request  submission
  of  studies conducted or reports published by such agencies that may aid
  the commissioner in the enforcement of the provisions of this title.
    3. The commissioner shall make a written  report  to  the  legislature
  upon his finding that a Federal law has been enacted that will result in
  at  least  a fifty percent reduction in the emissions of SO2, as defined
  in section sixty-six-k of the public service law, by electric generating
  sources pursuant to title four of the Federal Clean Air Act  after  full
  implementation.
