    § 5903. Functions  of  institute.    The  legislative  institute shall
  provide  a  center  for  research,  training  and  information  on   the
  legislative  process.    The  institute  is  hereby empowered to conduct
  classes both credit  and  non-credit  on  the  legislative  process;  to
  organize  inter-disciplinary groups of scholars to study the legislative
  process; to convoke seminars  involving  the  legislative  scholars  and
  legislators;  to  establish a central library on legislative systems; to
  publish such books and periodicals as it shall deem appropriate  on  the
  legislative process; to assist in orientation of new legislators; and to
  provide  such  assistance  as  may  be  requested  by the legislature in
  improving its management and operations.
