2006 New York Code - Legislative Declaration.



 
    § 496. Legislative  declaration.    The  legislature  hereby finds and
  declares that the scarcity of higher educational facilities  within  the
  state  poses  a  serious  threat  to the future of the state's citizens.
  Recognizing this scarcity and the threat posed thereby, it is the  sense
  of  the  members of the legislature that the higher educational needs of
  our citizens can best be served by the  enactment  of  legislation  that
  will  allow  for the wider use of existing educational facilities within
  the state.
