    §  447.  Estimates and financial statements. Estimates of expenditures
  for such institution, the revision  thereof  and  drafts  to  meet  such
  expenditures,  for  purposes  mentioned  in the estimates as revised and
  approved, shall be made at the times  and  in  the  manner  provided  in
  section  one hundred and seventeen of this chapter.  Verified statements
  of receipts and expenditures shall  be  made  and  such  statements  and
  accompanying  vouchers  transmitted  to  the  comptroller  in the manner
  provided in section one hundred  and  eighteen  of  this  chapter.  Such
  sections  shall  apply  to  such  institution  and  in applying them the
  superintendent shall have the duties of a warden.
