    § 435. Steward. The steward, if there be one, and otherwise an officer
  or employee designated to exercise and perform the functions of steward,
  shall  make  the  necessary  purchases  for  the  institution, when such
  purchases are authorized by  the  commissioner  of  correction  and  the
  commissioner of general services, pursuant to the state finance law, and
  issue  the  orders  for  material,  equipment and supplies, purchased or
  contracted for by the commissioner of general services, and  covered  by
  requisitions  approved by such commissioner or authorized by him, as the
  same shall be needed.  He shall keep full and accurate accounts  of  the
  purchases  made  and  orders  issued  by him. He shall also perform such
  duties relative to the care of material and supplies and the preparation
  of pay-rolls and other matters, as the superintendent of the institution
  shall direct.
