    § 433. General powers and duties of superintendent. The superintendent
  shall be the chief executive officer of such institution. Subject to the
  statutory  powers  of  the  commissioner  of  correction,  and rules and
  regulations established  by  him,  the  superintendent  shall  have  the
  management  of  such  institution.  The superintendent shall cause to be
  kept full and fair accounts and records of all his  doings  and  of  the
  entire  business  and  operation  of the institution. The superintendent
  shall be the treasurer of the institution.
