    §  431. Certain powers and duties of commissioner with respect to such
  institution.  The commissioner of correction shall:
    1. See that the purposes of such institution are carried into  effect,
  and to that end have all necessary powers not inconsistent with law.
    2.  Establish  rules  and  regulations  for  its  internal government,
  discipline and management; but the commissioner may prescribe matters as
  to which rules and regulations, subject to revocation or  suspension  by
  him, may be adopted by the superintendent of the institution.
    3.  If  lands are required for the use of the institution, acquire the
  same by purchase or condemnation, subject to the approval of and  within
  appropriations therefor granted by the legislature.
