    §  85.  Rules  and  regulations.  The  corporation shall prescribe and
  enforce rules and regulations,  not  inconsistent  with  law,  governing
  navigation on the canals and for the use of the terminals connected with
  the  canals  and  for  the  use of all other property of the corporation
  under the corporation's control and maintained as a part  of  the  canal
  system.  The  corporation  shall  provide  rules and regulations for the
  government  of  all  employees  under  its  control,  engaged   in   the
  improvement,  repair  and maintenance of the canals. It shall cause such
  rules and regulations to be printed and a copy filed in  the  office  of
  the  department  of  state  and  a  sufficient number distributed to the
  various district engineers and other field officers to be kept in  their
  respective offices for public inspection.
