    § 258-o. The  commissioner is hereby authorized and directed to make a
  study of the sanitary regulations, codes and rules  applicable  to  milk
  and  milk  products  produced in the state of New York, and to study and
  report to the governor  the  possible  economic  impact  of  a  national
  sanitation act upon New York milk production and New York dairy farmers.
