    § 19. Publication  of  rules.  Every rule or regulation enacted by the
  commissioner pursuant to the provisions of this chapter and intended  to
  have  the  force of law shall be promptly published once in the New York
  state bulletin, published by the department of state pursuant to section
  one hundred sixty of the executive law. A copy of  every  such  rule  or
  regulation  certified  by the commissioner, a deputy commissioner or the
  secretary of the department shall be promptly filed with  the  secretary
  of  state.  Every  such rule or regulation shall take effect twenty days
  after such filing, unless some other date  of  taking  effect  shall  be
  prescribed by the commissioner.
