3-46-28. Workable program.

A municipality for the purposes of the Urban Renewal Law [ 3-46-1 to 3-46-45 NMSA 1978] may formulate a workable program for utilizing appropriate private and public resources, including those specified in Section 3-46-43 NMSA 1978, to eliminate, and prevent the development or spread of slums and urban blight, to encourage needed urban rehabilitation, to provide for the redevelopment of slum and blighted areas, or to undertake such of these activities or other feasible municipal activities as may be suitably employed to achieve the objectives of a workable program. This workable program may include, without limitation, provision for:   

A.     the prevention of the spread of blight into areas of municipalities which are free from blight through diligent enforcement of housing, zoning and occupancy controls and standards;   

B.     the rehabilitation or conservation of slum and blighted areas or portions thereof by replanning, removing congestion, providing parks, playgrounds and other public improvements, by encouraging voluntary rehabilitation and by compelling the repair and rehabilitation of deteriorated or deteriorating structures; and   

C.     the clearance and redevelopment of slum areas or portions thereof.
