3-46-27. Encouragement of private enterprise.

A municipality, to the greatest feasible extent, shall afford maximum opportunity to the rehabilitation or redevelopment of the urban renewal area or land development by private enterprise. A municipality shall give consideration to this objective in exercising its powers under the Urban Renewal Law [ 3-46-1 to 3-46-45 NMSA 1978], including the formulation of a workable program, the approval of urban renewal and land development plans, consistent with the general plan for the municipality, the adoption and enforcement of ordinances as provided for in Section 3-46-43 NMSA 1978, the exercise of its zoning powers, the enforcement of other laws, codes and regulations relating to the use of land and the use and occupancy of buildings and improvements, to the disposition of any property acquired, and the provision of necessary public improvements.
