30:4C-4.2 Nature of consent and approval to defend or oppose action or proceeding.2.In no case shall the Division of Youth and Family Services, defend against any action or proceeding or make or oppose any application for a writ of habeas corpus without the express consent and approval of the Commissioner of Children and Families.
