"Minor traffic offense" means a violation of any state or local law or ordinance governing the operation of a motor vehicle upon any highway within this State other than:
1. A violation of chapters 484A to 484E, inclusive, or 706 of NRS that causes the death of a person;
2. A violation of NRS 484C.110 or 484C.120; or
3. A violation declared to be a felony.
