Issuing state means a state in which a tribunal issues a support order or renders a judgment determining parentage.

NRS 130.10139 Issuing state defined. [Effective on the date that the provisions of The Hague Convention on the International Recovery of Child Support and Other Forms of Family Maintenance is ratified by the President and the United States deposits its instrument of ratification.] Issuing state means a state in which a tribunal issues a support order or a judgment determining parentage of a child.
