If any commercial fertilizer or agricultural mineral in the possession of the consumer is found by the Director to be short in weight, the registrant of the commercial fertilizer or agricultural mineral shall, within 30 days after notice from the Director, pay to the consumer a penalty equal to 4 times the value of the actual shortage.
