The Department may, with the advice of the Board of County Commissioners of Lincoln County, undertake such engineering and planning studies and such other action as may be necessary for the development of the lands in Lincoln County, and shall sell and dispose of lands in Lincoln County in accordance with the plans and procedures of the Department.
