Certified collective-bargaining agents; meet and confer; procedures applicable.Certified collective-bargaining agents representing bargaining units other than those prescribed in section 81-1373 shall not utilize the impasse procedures provided for in sections 81-1380 to 81-1385 nor file a petition with the commission invoking its jurisdiction as provided in the Industrial Relations Act but may, for two years from April 9, 1987, continue to meet and confer with employer-representatives regarding those employees in such units as long as no other employee organization has been certified as the exclusive collective-bargaining agent for such employees pursuant to section 81-1374 and may represent individual employees on grievance matters. Parties engaged in the meet-and-confer process shall not be entitled to file any case with the commission to establish any rate of pay or condition of employment, except that if those parties which meet and confer during this two-year period do not reach an agreement by June 30 preceding the beginning of the fiscal year, the existing agreement or contract shall be continued until such time as an agreement or contract for the remainder of the fiscal year has been reached.
