Director may subpoena and swear witnesses--enforcement of subpoena.

416.465. 1. In making investigations pursuant to section 416.450, the director is authorized and empowered to administer oaths and to issue subpoenas for persons and pertinent operating records. In case of failure or refusal to obey a subpoena issued to any person, any court of competent jurisdiction within the county in which the investigation is carried on or in which the person guilty of failure or refusal to obey is found or resides or transacts business or has his principal place of business, upon application by the director, may issue an order requiring the person to appear before the director, there to produce evidence, or to give testimony touching the matter under investigation.

2. Any person willfully failing to obey an order of the court is guilty of contempt of court and shall be proceeded against as provided by law.
