302.342. Any person who has his license to operate a motor vehicle suspended or revoked under chapter 302 or 303 and who has completed the period of such suspension or revocation but who has not filed proof of financial responsibility as required by law, or completed an alcohol-related traffic offender's program, and who becomes a resident of another state, and is otherwise eligible and has applied for a driver's license in such state, shall be cleared of either or both of these requirements, provided evidence satisfactory to the director is presented to show that such person has changed residency.
