173.03 ROAD ADVERTISING PERMIT WITHIN SCENIC AREA. Except as otherwise provided in sections 173.01 to 173.11, the erection or maintenance of any advertising device located within a scenic area without a written permit therefor granted by the commissioner of transportation is prohibited.
