     473.392 Service bidding. 


    The council may competitively bid transit service only in 
 accordance with standards, procedures, and guidelines adopted by 
 resolution of the council.  The council shall establish a 
 project management team to assist and advise the council in 
 developing and implementing standards, procedures, and 
 guidelines.  The project management team must include 
 representatives of the Amalgamated Transit Union Local 1005, 
 private operators, local governments, and other persons 
 interested in the subject.  At least 60 days before adopting any 
 standards, procedures, or guidelines for competitive bidding of 
 transit service, the council shall hold a public hearing on the 
 subject.  The council shall publish notice of the hearing in 
 newspapers of general circulation in the metropolitan area not 
 less than 15 days before the hearing.  At the hearing all 
 interested persons must be afforded an opportunity to present 
 their views orally and in writing.  Following the hearing, and 
 after considering the testimony, the council shall revise and 
 adopt the standards, procedures, and guidelines.
