     44.13 Contracts, technical services.  


    With the approval of the council or independent board or 
 commission responsible in the particular case for the payment of 
 the cost incurred, the board may contract with the state or any 
 other political subdivision, or any public or private agency, 
 for the conduct of competitive examinations, for the formulation 
 of classification plans, or for the performance of any other 
 technical service in connection with the discharge of its duties 
 under this chapter.
