     423A.10 Powers of city officials limited. 


    When the governing board of a firefighters or police relief 
 association in any city shall determine what is necessary to 
 adequately protect, maintain and administer the firefighters or 
 police relief association, neither the governing body of the 
 city nor any official of the city may thereafter deny adequate 
 representation therefor.  Any duties performed by any member of 
 the association pursuant to the determination under this section 
 are deemed to be fire or police duties.
