     268.188 Subpoenas; oaths. 


    (a) The commissioner shall have power to administer oaths 
 and affirmations, take depositions, certify to official acts, 
 and issue subpoenas to compel the attendance of individuals and 
 the production of documents and other personal property 
 necessary in connection with the administration of the Minnesota 
 unemployment insurance program. 


    (b) Individuals subpoenaed, other than applicants or 
 officers and employees of an employer that is the subject of the 
 inquiry, shall be allowed fees the same as witness fees in civil 
 actions in district court.  The fees need not be paid in advance.


    (c) The subpoena shall be enforceable through the district 
 court in the district that the subpoena is issued.
