     243.56 Communication with chief executive officer and 
  commissioner. 


    Every inmate of a state correctional facility may 
 communicate, in writing, with the chief executive officer of the 
 facility and the commissioner of corrections, under rules 
 prescribed by the commissioner for that purpose.
