     239.06 Rules. 


    The department shall prescribe and adopt such rules as it 
 may deem necessary to carry out the provisions of this chapter, 
 and it may change, modify, or amend any or all rules when deemed 
 necessary and the rules so made shall have the force and effect 
 of law.
