     237.81 Scope. 


    To the extent they regulate telecommunications right-of-way 
 users, sections 237.04; 237.16, subdivision 1; 237.162; 237.163; 
 and 237.74, subdivision 5, supersede section 222.37, and any 
 ordinance, regulation, or rule to the contrary.
