     204C.23 Defective ballots. 


    A ballot that is defective to the extent that the election 
 judges are unable to determine the voter's intent shall be 
 marked on the back "Defective" if it is totally defective or 
 "Defective as to ......," naming the office or question if it is 
 defective only in part.
